在极度不忿之下，我写了几封投诉信给槟城的SPCA。 以下是他们的回应。

True, it is not the fault of the dogs but the owners who abandon or allows their dogs to roam and become strays.

Everyone needs to be educated on responsible pet ownership when keeping dogs or cats. To us strays are man made. It is the pet owner to be blamed. Bitches produce twice a year and at the end of 10 years if a bitch left unspayed can be responsible for more than 4000 dogs. Cats littered 3-4 times a year.

If everyone pet owner neuters their pet the question of stray animals will not arise and the council does not have to destroy them and the work of SPCA will be much lighter. To be a `no kill' society, neutering is the best solution.

There is no SPCA in Kedah. We hope that the people in Kedah could start an SPCA to educate the community on responsible pet ownership. If you and a group of like minded people in Kedah wish to start an SPCA , we would be willing to help out in forming one.
